Works Contracts For North London Heat & Power Project Published

North London Waste Authority (NLWA) has published the first three works contracts in relation to the North London Heat and Power Project (NLHPP).

The NLHPP is NLWA’s project to construct an energy recovery facility and associated plant to replace the existing energy from waste facility at the Edmonton EcoPark, which is expected to reach the end of its operational life around 2025.  The existing plant has served north London well for 48 years and has diverted more than 21 million tonnes of the waste which would have otherwise gone to landfill.  The EcoPark has had multi-million pound investments over the decades but it cannot go on forever and it will reach the end of its useful life in around 7 years.

In planning this facility NLWA looked at what would be needed, taking account of a range of long term factors including increasing population, increasing growth in the economy and the Authority’s aims to increase recycling.  Based on this NLWA have approval for a facility to manage 700,000 tonnes of residual waste each year.  The 48 year old facility at the EcoPark site is capable of managing up to 540,000 tonnes of waste per year but it is approaching the end of its operational life so the need for the new facility is of the utmost importance to north London in order to continue managing its waste in the future.

The replacement facility will generate over 50 megawatts of electricity, which means that in planning terms it is a Nationally Significant Infrastructure Project. As a result, the Secretary of State for Business, Energy and Industrial Strategy decided whether NLWA should be granted consent to build it.  The Development Consent Order was granted in February 2017 and NLWA has been busy preparing for these first works contracts to be issued.  These first three contracts are part of the preparatory works for the project.

The contracts were published to Contracts Finder and, where appropriate, Tenders Electronic Daily (TED), a supplement to the Official Journal of the European Union.

The contracts are for the following work packages:

  • Northern Access Works, comprising the construction of a northern access to the Edmonton EcoPark (notice published on Contracts Finder).  Contract value £1.735M.
  • Laydown Area (East) Works, comprising the construction of part of a laydown area (notices published on TED and Contracts Finder).  Contract value £2.6M.
  • Laydown Area (West) and Eastern Access Works, comprising the construction of part of a laydown area and an eastern access to the Edmonton EcoPark (notices published on TED and Contracts Finder). Contract value £8.8M.
