Impact Environmental Group (IEG) explains the importance of waste container specifications and the unexpected long-term importance they can have for an organisation.
Choosing a waste container can appear relatively straightforward. Identify the waste stream, select an appropriate capacity, check out WRAP for the correct colour and logo.
In practice, good specification starts much earlier.
It starts with understanding who will use the container, what they need to dispose of and how they are likely to interact with the infrastructure provided.
A container serving residents in a communal waste area faces different challenges from one positioned within a controlled commercial site. A school, hospital, retail park or manufacturing facility will introduce different users, waste streams, collection arrangements and accessibility requirements again. And ultimately these decisions can influence how to mix new and refurbished containers to maximise budget and support sustainable procurement practices.
Rather than beginning with the container, organisations can start with a series of questions about the service it needs to support and whether a mixed approach is most appropriate. This principle underpins IEG’s existing guidance when auditing a site or existing fleet: identify the waste stream, understand volumes and collection frequency, consider accessibility, security and setting and design around the end-user and what behaviours we want to achieve.
Start with the waste stream

What are you actually collecting?
General waste, dry mixed recycling, food waste, glass, textiles and waste electrical and electronic equipment (WEEE) each present different operational requirements and safety measures. The characteristics of the material should therefore inform the infrastructure around it.
But the waste stream is only part of the picture.
Organisations also need to understand how much material is likely to accumulate between collections. Too little available capacity creates the potential for overflowing containers, fly-tipping and exposure to pests; too much capacity can occupy valuable space and result in wastage and infrastructure being poorly matched to the collection service. These are considerations highlighted within IEG’s existing approach to container selection.
Rather than specifying capacity in isolation, the more useful equation is therefore:
Waste stream + required volume + collection frequency + location + end user
A solid foundation for your specification is to design for the person using the container.
Small components can change how a container is used
Waste infrastructure ultimately relies on people interacting with it correctly.
That makes end-user behaviour an important part of specification.
- Who needs access?
- What are they carrying?
- How will they recognise the correct waste stream?
- Are the containers used by the same people every day, or by members of the public who may encounter them only once?
The objective should be to make the intended action as clear and straightforward as possible.
Lid configuration, aperture design, props and accessibility features, signage and visual identification can all be considered as part of that interaction. Our recent guidance puts this simply: consistent colours, clear branding and intuitive graphics can support recognition and help communicate the intended use of each container.
This becomes particularly important where several waste streams are collected alongside one another. Simply placing another container within an existing fleet does not necessarily create an intuitive recycling system. The relationship between the containers matters too.
A user approaching a waste point should ideally be able to identify quickly where their material belongs and how they are expected to deposit it.
Designing access around the user
The body of a waste container may remain fundamentally the same, while the way people interact with it can be changed considerably through its specification and what the container is exposed to.
Lids are a good example.
Different lid and aperture arrangements can be considered according to the material being collected and the intended user. Restricted apertures may be appropriate where access to a waste stream needs greater control, while alternative opening arrangements may be considered where ease of access is a priority. Locks raise similar questions.
The requirement is not simply ‘Does this container need a lock?’ but who needs access, when, and for what purpose?
A container on a controlled site might have very different security requirements from one accessible from a public highway. Depending on the application, specification might need to consider unauthorised deposits, restricting access to the contents (whilst allowing access out of the container if trapped), operational access for collection crews and accessibility for legitimate users.
Other components can be considered in the same way. Assisted opening, towing arrangements and measures designed around particular site challenges all form part of the wider specification rather than being treated as an afterthought. IEG’s guidance groups these considerations around accessibility and security, with the aim of encouraging intended use while limiting misuse.
A mixed fleet is a coherent fleet with proper planning

Not every change in a waste service requires completely new containers.
Waste requirements evolve. Organisations introduce new material streams, alter collection arrangements, change branding or encounter new operational challenges. Meanwhile, existing container assets may still have considerable useful life remaining with appropriate maintenance.
This creates an opportunity to think about fleets differently.
Rather than treating new and existing containers as separate propositions, operators can assess how each asset performs within an evolving service.
Some existing containers may remain suitable by retrofitting lids, locks, apertures or identification. Assets requiring more extensive intervention may be considered for refurbishment, while new containers can be introduced in highly visible applications or where a fundamentally different specification is required.
The result can be a mixed fleet designed around common service requirements rather than common asset age.
This approach also makes specification important beyond the original purchase decision. The ability to maintain, repair or adapt an asset as operational requirements evolve can be considered when determining its long-term suitability.
Look beyond the container body
Perhaps the most useful shift is to stop thinking about container specification as a list of product options.
Capacity, lid, lock, aperture, castors, towing arrangements, accessibility and branding collectively determine how the container fits into the wider waste service.
Before making those decisions, operators can ask:
- What material are we collecting, and in what volume?
- Who will use the container, and what should that interaction look like?
- What access needs to be encouraged or restricted?
- How will users distinguish between waste streams?
- Can existing assets be adapted to meet the requirement before replacement is considered?
Starting with these questions turns specification from a purchasing exercise into part of wider waste infrastructure planning.
The most effective container may not be the newest or most complex. It’s the one specified for the waste stream, the collection service, the environment and, importantly, the people expected to use it.
