
CIWM is to develop and deliver an individual competence route for waste operators under proposed reforms to England’s waste carrier, broker and dealer regime.
The reforms would replace the existing registration system with an environmental permitting framework for waste controllers and waste transporters. Subject to legislation, the new system is expected to begin in 2027.
Under the plans, operators would need to demonstrate technical competence to hold relevant permits, marking a change from the current carrier, broker and dealer registration regime.
The new framework would introduce three permit types: waste controller permits, waste transporter permits and combined controller-transporter permits.
CIWM said it is working with the Environment Agency to develop, deliver and maintain the individual route of the Controllers and Transporters, or CaT, Competence Scheme.
“Effective regulation depends not only on stronger powers, but also on ensuring operators have clear, credible and proportionate routes to demonstrating competence.”
The scheme is expected to include learning materials, assessments and certification processes for individuals required to demonstrate competence under the Environmental Permitting Regulations.
Defra has previously said the proposed reforms are intended to give regulators stronger powers to target non-compliant operators, introduce more checks at application stage and support action against waste crime.

The government’s proposals include two routes for demonstrating competence: an individual assessment route and a workplace-based route. Under the individual route, operators and nominated persons are expected to complete learning before taking an assessment.
Details of permit conditions, charges, assessment costs and implementation arrangements are expected to be set out through further legislation and Environment Agency consultation.
