Northamptonshire council prosecute woman for repeated fly-tipping

West Northamptonshire Council has successfully prosecuted a local resident for repeated fly-tipping in Northampton.

Between July 2024 and July 2025, officers from West Northamptonshire Council’s Environmental Crime Team investigated six large fly-tips on East Street, Northampton.

Following the council’s investigation, Maria Irina Notar was charged and pleaded guilty to six offences at Wellingborough Magistrates Court.

The court fined Notar  £615 and ordered them to pay a victim surcharge of £250 as well as the council’s costs of £2,345.05.

Despite evidence linking each fly-tipping incident to Notar, the council says she failed to communicate or engage with the Environmental Crime Team.

Commenting on the fine, Cllr Andrew Last – Cabinet Member for HR, Corporate and Regulatory Services, said: “Fly-tipping is totally unacceptable, a huge problem for all councils and we fully understand the impact it has on our residents and local businesses.”

He continued that the case ‘sends a warning’ to local residents who may be tempted to fly tip.

“We would encourage residents and businesses to report fly tipping to us via our app or the website so we can investigate,” Last said.

“With sufficient evidence, we will always take action against offenders, so please share with us any footage from doorbell cameras, CCTV or dashcams that might help identify offenders.”
